GENERAL STATEMENT OF THE PURPOSE OF THIS CONTRACT AND RESPONSIBILITIES OF THE CONTRACTOR
This position is located in the US Embassy Bureau of International Narcotics and Law Enforcement Affairs (INL) Section, Bogota, Colombia. The position provides planning, operational and logistical support, and contract oversight for a US Department of State (DoS) bilateral counter-narcotics (CN) aviation program in Colombia and its fleet of Department of State INL Office of Aviation (INL/A) aircraft. The objective of the bilateral CN aviation programs in Colombia is the curtailment of the supply of illegal drugs from Colombia into the United States through aerial eradication of illicit crops, interdiction of refining laboratories and trafficking activities, and related enforcement operations.
PURPOSE
The purpose of this personal services contract (PSC) position is to act as the Aerial Eradication Program Manager and provide as an advisor for the bilateral CN Aerial Eradication program in Colombia. The incumbent serves as in-country advisor responsible to the US Ambassador for providing program coordination, implementation, direction, and execution oversight in support of host nation CN efforts. The incumbent affects high level interagency coordination among the US Embassy, host nation CN police and military forces, other military services, aviation support services contractors and other participating agencies. He/she monitors and evaluates the aviation service support contractor's performance in operations and manages a robust nationalization program.
RELATIONSHIP
The incumbent reports to and is supervised directly by the Senior Aviation Advisor (SAA), who reports to the Director, INL Section, Bogota on all matters of program design, implementation and management. The incumbent also reports through the SAA to the Director of INL/A to ensure compliance with INL/A aviation policies, directives, operations, and training standards are upheld by aviation service support contractor personnel and HN aircraft operators.
PHYSICAL DEMANDS
Work is both physical and sedentary in nature and involves activity at both the main and field locations. Some duties require physical exertion and dexterity. Incumbent must be able to independently perform field work in remote areas for extended periods without assistance.
WORK ENVIRONMENT
Work is conducted in an office or aircraft hangar with extensive travel to the field for meetings, conferences, activity reviews, field inspections and/or program evaluations. Field sites in Colombia have been declared hazardous duty locations by the DoS due to hostile activities of the narco-traffickers and therefore could pose significant risk to the incumbent.MAJOR DUTIES AND RESPONSIBILITIES
1. Manage, coordinate, and supervise a $45 million CN program in Colombia. The program consists of approximately 200 direct support personnel including a robust aviation services support contract. Operate 13 AT-802 (modified) commercial agricultural spray aircraft from forward operating locations located throughout Colombia. Coordinate closely with other PSC personnel and multiple entities from the US Embassy, Bogota, Colombian National Police and all services of the Colombian military. 2. Develop, coordinate, and execute master plans to effectively spray a target goal while integrating it with a multitude of support entities. Ensure all logistical, service support, HN support, and security elements are postured and functioning correctly. Closely coordinate and integrate complex mission support requirements with US agencies and departments, HN military and law enforcement agencies.3. Provide direction, oversight, and evaluation for all aspects of the program to include the aviation service support contractor and HN execution of the mission. Oversee the implementation of DoS INL/A flight regulations, aviation training and standardization. 4. Provide oversight for all operational aspects of the aviation service support contract to include reviewing and recommending approval of waivers to published directives, authorizing use of INL/A aircraft, reviewing aviation service support contractor flight operations procedures, and monitoring aviation service support contractor pilot proficiency. 5. Develop, coordinate, organize, and implement comprehensive operational plans and procedures for DoS INL/A. These operational systems and procedures include the DoS INL/A Aircrew Training Program, Aviation Operations Directives, Guide to Aviation Training and Standardization, Aircrew Training Manuals, Standard Operating Procedures, and Deployment Operations procedures in support of bilateral CN operations throughout Colombia.6. Collect, review, and disseminate data on aviation tactics, techniques, and employment. Develop operational tactics and new training procedures for the purpose of enhancing aerial eradication and aerial interdiction operations. These tactics and procedures include night vision goggle aerial eradication, aircraft/armed helicopter tactics, rules of engagement, and mission integration of multiple support elements. 7. Coordinate for facilities and logistical support through the INL Section and/or the HN for a wide range of support for aviation operations.8. Assist the SAA in directing and coordinating aircraft and personnel deployments within Colombia for the purpose of destroying illicit crops through aerial eradication, and provide CN aviation training and support for a robust nationalization program. 9. Submit periodic written evaluations on the aviation service support contractor's activities, and provides comprehensive award term evaluation input to the SAA. Validate and make recommendations regarding the aviation service support contract.
MINIMUM QUALIFICATIONS
1. US. Citizenship, able to obtain/maintain a DoS Secret security, Medical and Ethics (if applicable) clearances.2. Basic knowledge of US Federal Aviation Administration regulations, including, but not limited to, FAR Part 1, 61, 67, 91, 135, 137, 141, 143, and 830.3. In-depth knowledge of aviation aircrew training and standardization programs, to include operating directives, training and standardization publications, aircrew training manuals, related documents, processes and policies.4. In-depth knowledge of tactical employment of fixed and/or rotary wing aircraft in CN operations to include capabilities, limitations, tactics, techniques, and procedures. 5. Demonstrated experience as an aircraft operations officer/manager (military or civilian organization) involved in the training and standardization of fixed and/or rotary wing pilots, the tactical employment of aircraft in a high threat environment, and the employment of aircraft at OCONUS locations.6. Demonstrated experience in command and control, communications, government intelligence procedures, and flight operations and procedures.8. Designation as a military pilot or holds a FAA commercial pilot rating.9. Knowledge and skill in operation of desk-top computer based word processing systems.10. Knowledge of the Spanish language.11. Proven ability to complete the Contracting Officer Representative (COR) distance-learning course through Foreign Service Institute (FSI) within 120 of arriving at Post.
